o, I am the main writer of this system, then let me answer your
questions.

First, please do not say it is a junk, hehe, in fact, it works
very well now, and it helps a company in this area to gain money.

About the wireless communication, it is using SMS(short message sending)
 to communicate GPS data. GSM modula also can work for talking tools,
so the vehicles can talk to each other and to the control center
at any time.

As the GSM network bestrows the most area of our country, the system
also aims at the attemper system in big area. As so, the GPS devices
in the vehicles send the GPS data per 30 mins, and it is enough for
 vehicles in big area.

The data server in control center is not a PC, hehe, as you said,
PC can not burden it. It is a workstation with a special data line
 communicated with GSM database. What on PC's with Microsoft
Windows OS' is just a client with map of China.

The system now can handle about 500 vehicles, if necessary,
it can handle more by adding equipments.

Ok, that's all. BTW: we can have a discussion on it front to front
if you wish, then I can learn more about this area from you.
